I've been let inside the bubble and I hope I've been helpful in bringing a different perspective to their thinking.<br /><br />But I'm aware that it's easy to be seduced by being given that insider view, which then gives me some power in translating and holding information for my colleagues outside the bubble.<br /><br />So a more collaborative and transparent Blackhall would be great.<br /><br />A question though. Looking at your paper I can't help but see the disclaimers saying this doesn't represent policy or the government, presumably that's because we live in a Whitehall world rather than a Blackhall one, but isn't that a bit of a problem in moving from one to the other. By which I mean that there's not only an interested public out there trying to engage with policy but also a hostile public as well. That's wrong.<br /><br />I'd suggest one of the first steps to making the 'Blackhall' vision reality, is to carry out some research - an official version of Steph Gray's informal survey - into exactly what civil servants have access to and what is barred. At the moment too few people know. Get lots of civil servants to learn digital engagement from people who have grown up with the Internet, who live in a digital world.<br /><br />In 2001 we had 16-year olds teaching civil servants in Northern Ireland how to chat on the Internet.
